ORCAA is the algorithmic-audit consultancy founded by data scientist Cathy O'Neil, author of Weapons of Math Destruction. Engagements usually begin when a regulator, a procurement team, or a statute requires an independent look at a deployed model: a New York City employer or vendor needing a Local Law 144 bias audit of an automated hiring tool, a health-IT developer preparing HTI-1 transparency reporting with ORCAA's Duke Institute for Health Innovation collaboration, or an insurer facing algorithmic-fairness scrutiny. Audits are scoped with the firm's Ethical Matrix method, which maps stakeholders against fairness concerns before testing starts; quantitative disparate-impact testing then runs through the firm's cloud analysis platform, Pilot, built so client data and demographic inferences stay behind separate firewalls. ORCAA also advises on AI governance structures and policies, designs monitoring metrics for deployed systems, and runs workshops for audit and risk teams. The Colorado Division of Insurance engaged the firm to help implement SB 21-169's algorithm-testing regime for insurers, and its work spans hiring, healthcare, insurance, credit, and education.
