Tidewater Governance Practice

Tidewater Governance Practice is the solo practice of Marcus Leung, a Vancouver-based governance specialist who serves as the outsourced owner of AI risk at early-stage health and education technology companies in Canada and the United States. Clients are usually between fifteen and eighty employees, have shipped at least one model-driven feature, and have been asked by a hospital network, school board or investor to demonstrate oversight they do not yet have. Marcus works on a standing monthly retainer under $5,000 that buys a fixed number of hours: chairing an AI review committee, maintaining the AI system inventory and risk register, preparing responses to customer due-diligence questionnaires, and keeping the programme aligned with ISO/IEC 42001 and the NIST AI RMF. Readiness assessments are offered as a one-off precursor to a retainer and take three to four weeks. He works entirely remotely and does not travel for on-site work, does not draft legal documents, and does not carry out certification audits. Most retainers run six to eighteen months, until the client hires a full-time owner for the function. Engagements are capped at six concurrent clients so response times stay within one business day.
