Hollowell Governance Office

Hollowell Governance Office is the practice of Imogen Whitlock, a London-based fractional AI governance officer who works with HR technology vendors and other companies whose products make or shape decisions about people. Clients are typically Series A to Series C businesses selling into the United States and Europe that need a named accountable owner for AI governance before they can justify a full-time hire. Imogen takes a monthly retainer of $5,000 to $15,000 depending on the number of days committed, and in that capacity chairs the client's AI risk forum, owns the AI policy set, maintains the system inventory and coordinates responses to customer audits. She also runs bias audits of hiring and screening tools using the client's own outcome data, written up to meet the expectations of Illinois HB 3773 and Texas TRAIGA as well as the EU AI Act's high-risk employment category. Governance programmes are structured around ISO/IEC 42001 and the NIST AI RMF. She works remotely with clients in any time zone and does not offer one-off gap analyses, certification audits or legal advice. Retainers run a minimum of six months and she keeps no more than five clients at a time.
